New Police Registration Requirements in Brazil

November 1, 2011— Foreign nationals in Rio de Janeiro should avoid traveling abroad until they have fully registered with the Federal Police. Some who depart without completing registration are fined on reentry even if they have a registration appointment, though Federal Police officers have exercised discretion and not imposed fines in all such cases.

By contrast, the Federal Police in São Paulo recently began authorizing overseas travel for foreign nationals during the registration process. Travel abroad is permitted if the individual makes an online registration appointment, returns to Brazil before the appointment date, and can present proof of the appointment on reentry.
