Canadian Immigration to Impose New Cap

July 1, 2011— Starting July 1, Citizenship and Immigration Canada (CIC) will impose an annual cap on the Federal Skilled Worker and the Federal Immigrant Investor permanent residence programs, and will change the filing location for applications under the latter program. CIC will also impose a temporary moratorium on applications under the Federal Entrepreneur Class.

New permanent residence applications under the points-based Federal Skilled Program from foreign nationals who do not have an employment offer will be capped at 10,000 annually. There will also be an annual cap of 500 for each National Occupation Classification. The caps will apply to applications received by CIC on or after July 1, 2011. Once CIC receives 500 applications per occupation or 10,000 applications overall, it will stop accepting new applications until the next year.

New permanent residence applications filed under the Federal Immigrant Investor program on or after July 1, 2011 will be subject to a cap of 700 per year. Applications will count towards the cap as they are received. In addition, CIC is centralizing the processing of Immigrant Investor Program applications at the Sydney, Nova Scotia Centralized Intake Office.

CIC will temporarily stop accepting permanent residence applications under the Federal Entrepreneur Class beginning July 1, 2011. The moratorium will remain in place until further notice. CIC will return any Federal Entrepreneur Class application it receives on or after July 1.
